Major General James Cowan on The HALO Trust
In this keynote talk, James Cowan reflects on a career that took him from private soldier to major general in the British Army, with service in Northern Ireland, Germany, Africa, Hong Kong and the Balkans. Drawing on front-line experience commanding The Black Watch in Iraq and serving as the UK’s commander in Helmand, as well as leading major security operations such as the 2012 Olympics in his role as head of counter-terrorism, he explores what real security looks like for communities living with the legacy of war.

Since 2015, Cowan has led The HALO Trust, now 12,000 strong and working in 32 countries to clear landmines, IEDs, cluster munitions, bombs and other weapons so that land can be made safe and livelihoods restored. At a time of rising conflict and diminishing confidence, in this thought-provoking session Cowan will offer tentative solutions for the post-rules-based international order.
